I have seen PurpleEye's guide of registering to C9 but it isn't available anymore because HanGame did that now you also need to verify your account with a Korean Phone Number. And for those who's not from Korea(like me) it is almost impossible to get a verified account =\ .
So if anyone here could help me out on making a verified account(that is more then 15 years old) please reply here or PM me ^_^
